Cyclo driver prosecuted after 9-year-old boy’s death

The Hà Nội Police have decided to prosecute Đinh Ngọc Thạch, 52, for violating driving regulations after the sharp plates he was carrying on his cyclo caused the death of a nine-year-old.

HÀ NỘI — The Hà Nội Police have decided to prosecute Đinh Ngọc Thạch, 52, for violating driving regulations after the sharp iron sheet he was carrying on his cyclo caused the death of a nine-year-old.

Thạch has been prosecuted under article 2020 of the Penal Code.

The incident occurred on September 23 when his cyclo carrying long, sharp roofing iron sheet illegally stopped on Tân Mai Street. A nine-year-old boy, Trần Minh Hoàng, was riding his bike on the street. He was talking to his friends and did not notice the stationary cyclo and crashed into it. He slashed his neck and died of blood loss.

In 2013, the administration banned three-wheelers and cyclos from transporting bulky goods across the city. — VNS
