The owner of the goods was Nguyễn Văn Hải, 38, a resident of Bắc Ninh Province's Tiên Du District.
Hai said he had bought the goods in Quảng Ninh Province's Ming Cái City and had transported it to Bắc Ninh Province for consumption.
