Youngest director appointment fits legal processes

HA NOI (VNS) — The appointment of Le Phuoc Hoai Bao, 30, as director of the Department of Planning and Investment in central Quang Nam Province in September, was in line with legal processes.

The appointment is in accordance with directive no 36-CT/TW issued in May 2015 by the Politburo and the instruction No26-HD/BTCTW issued in August 2014 by the Party Central Committee's Organisation Commission on human resource management.

The Ministry of Home Affairs announced this at a press conference yesterday.

The press conference was held after Bao became the youngest department director in any province, which caused public concern.

The ministry said that Bao was one of 51 people at the age of 30-40 nominated for head of departments or similar positions.

Under the decision No 82/2004/QD-BNV issued by the ministry, a person, who has at least five-year experience and who meets standards of professional skills, is eligible for a department head position.

Le Minh Huong, deputy head of the ministry's Cadres and Civil Servants Department said that Bao had six-years experience working in investment-related sectors as well as holding managerial positions.

Bao, 30, graduated from Da Nang Economics University with a degree in finance. He was selected for a two-year master's programme at Claremont Graduate University in the US in 2010. After returning to Viet Nam, he led the investment promotion unit at the Chu Lai Economic Zone in Quang Nam until March 2014.

He was then voted deputy chairman of Thang Binh District. After a year, he became deputy head of the province's Department of Planning and Investment. Six months later he was promoted to director of the department.

Also at the conference, the ministry answered questions from the press about hundreds of teachers who suddenly had their labour contracts terminated in Ha Noi's Soc Son District and Ha Tinh's Ky Anh Town.

The ministry plans to conduct inspections in the two localities to clarify responsibility of relevant agencies in order to give the final conclusion of the case.

However, Deputy Minister Tran Anh Tuan said that if the teachers were short-term contract labourers, the end of their contracts is normal. — VNS
