HCM CITY (VNS)— Academics and other experts gathered yesterday in HCM City to discuss the provisions of the Amended Land Law Bill.
Assoc Prof Nguyen Quang Tuyen of the Ha Noi Law University said the authority to decide land prices and administer public land should not vest in the same agency.
"It will help create a clearer mechanism."
Prices should not be decided by local people's committees but by the Ministry of Finance or a national committee entrusted with the task, he explained.
The committee could decide land prices based on advice from professional independent valuation agencies.
Assoc Prof Dang Van Thanh, chairman of the Viet Nam Auditing Association, said it was necessary to have clearer pricing regulations, with details of compliance spelled out.
He suggested using taxation tools to regulate land prices.
Participants at the meeting organised by Legislation Study Institute also said the laws, once amended, should be comprehensive to help deal with the current problems in land administration. — VNS
