HA NOI — One thousand seven hundred cases of construction order violations in the capital have been settled since January 2010 while 788 remain unsolved, according to the Department of Construction.
Major infringements include land encroachment, building without permission, or constructing on agricultural or state-owned land. People's committees of communes and districts are mainly responsible for administrating these construction sites, but there has been negligence from these authorities.
The Department suggested that there be strict fines for organisations and individuals that cover up construction violations. Investigations should be carried out to uncover misconduct. — VNS
