Expanding dumps impede real estate

HA NOI — Junk yards are wasting a large amount of prime real estate in Ha Noi, providing storage for automobiles and other vehicles that have been damaged in accidents, are no longer operational or are not roadworthy under the law.

About 6,000sq.m alone is taken up by the My Dinh 1 junk yard in Tu Liem District, managed by the Ha Noi Parking Co. The Ha Noi Parking Co manages three junk yards, including My Dinh 1, Dich Vong and Duong Buoi 4. According to a report in the newspaper Cong an Nhan dan (People's Police), many of the vehicles stored in these yards, including bicycles, motorbikes and three-wheel vehicles, were rusted and inoperational – a total of 10,700 vehicles in all.

My Dinh 1 manager, Nguyen Duc Thang, said the yard had stored vehicles since 2006 and at present held about 6,000 motorbikes and 200 automobiles.

Under regulations, if vehicle owners fail to retrieve damaged vehicles within three months, the yards can commence procedures to liquidate the vehicles. It takes over six months to liquidate a vehicle as the police must complete a number of steps based on regulations, so vehicles are simply kept in the yards instead of being broken down, said Nguyen Van Quy, head of the Administrative Penalties Group of the city's Traffic Police Team 1.

"We must contact the owner of each vehicle to verify that the vehicle is indeed his or hers," said Quy. "Sometimes it takes five or six months as the owner of record has gone abroad or died."

In the past three years, the city police, in co-ordination with the Ha Noi Department of Finance, have held only one vehicle auction, early last year, at which 117 unclaimed vehicles were bought at prices of only around VND400,000 (US$19) each.

Nguyen Van Tong, head of the Traffic Police 1 Team, said that the team had proposed the city simplify the liquidation procedures, such as by allowing police to simply send three written notices to the owner of the vehicle before liquidating it. — VNS
