Mid-Term Evaluation of the Vietnam Cooperative Enterprise Development Project

The Embassy of Canada in Vietnam, acting for the Department of Foreign Affairs, Trade, and Development (DFATD) is seeking to hire a Team of National Consultants to carry out a mid-term evaluation of the Vietnam Cooperative Enterprise Development Project (VCED). The evaluation services are described in the Request for Proposal which will be made available to the interested Consultants upon request. The anticipated start date of the assignment is January 2021.

The evaluation will assess the progress and effectiveness of the project, its value for money and sustainability. The outcome of this evaluation will inform the improvement of the project’s implementation and on-going discussion among the project’s stakeholders on coop models replication/scaling up and sustaining results achieved by the project.

The VCED Project (2015-2022) supports the competitiveness and productivity of five Vietnamese agricultural cooperatives in five provinces of Vietnam (Binh Thuan, Ninh Thuan, Ben Tre, Lam Dong, Soc Trang) with the ultimate aim of improving the economic conditions of farmers (men and women). The project has two intermediate outcomes: (1) More sustainable, gender-equitable, competitive and market-oriented cooperative enterprises in targeted value chains, and (2) Improved gender-equitable and enabling environment for cooperative enterprises and networks.

The project is implemented by Socodevi (Société de co-opération pour le développement international), in cooperation with the School for Cadre Management of Agriculture and Rural Development Number II (CMARD II) under the Ministry of Agriculture and Rural Livelihoods (MARD) as the government project partner.
