DA NANG (VNS) — The People's Committee of the central city of Da Nang has ordered a halt to relocating some 100 families who were affected by the rebuilding of the city's Con Market.
Officials said they would review outstanding issues relating to compensation.
This decision came after many households sold their property at prices double or triple the compensation offered by city authorities to purchase land at other areas, the Tien Phong (Vanguard) reported.
Most of the families were small traders in the market. They all lived in small or rented houses, many of which were dilapidated, in four residential areas in Hai Chau District's Hai Chau Ward 2.
Nguyen Van Minh, head of residential group No 10, said the selling and buying of land became a hot topic among residents in the area during the past few months.
Minh said some households complained that the compensation being offered was too low, compared to the actual amount they had spent to buy land in resettlement land areas.
Because most homeowners at Con Market are poor, they easily agreed to sell their houses when offered double or triple the price, compared with compensation offered by city authorities, even if the house was less than 10sq.m in size, Minh said.
Ngo Thi Thu Huong, who resided in residential group No 11 of Hai Chau Ward 2, said her family had just sold their house for over VND700 million (US$31,600).
As the house is 10.8 sq.m, her family was given a resettlement land lot and VND221 million (US$10,000) in compensation, Huong said.
Huynh Duc Tho, chairman of Da Nang City's People's Committee, said the actions of some households that are affected by the rebuilding of Con market were unacceptable.
These sales went against the city's determination to demolish slums and create a better neighborhood for the city, and also help people have a better place to live, he said.
He added that the city had created favourable conditions for affected households by arranging to relocate to an apartment building in Hai Chau District or granting land lots for those with areas of even 3 sq.m, though most people wanted to receive land lots.
The fact that relocated households hurried to sell their land for immediate profits would likely make the city's social policy for poor people fail to deliver their planned results, Tho said.
Brokers take advantage of high value government compensation for the original house owner, in a bid to make profits for themselves, said Nguyen Dinh Lan, an estate expert in Hai Chau District.
Tho added that the municipal People's Committee would work with local authorities to raise awareness among residents about the policy.
In May, the Da Nang People's Committee approved resettlement plans for 101 families who would be affected by rebuilding the city's Con Market.
Under the plan, households with fewer than 50 sq.m will be provided with an apartment on Hai Chau District's Dong Da Street or a resettlement land lot. Those with over 50 sq.m. area will receive an apartment and a land lot. A resettlement land lot is sized between 75 and 100 sq.m. — VNS
