HA NOI (VNS) — The 11th Party Central Committee convened its 12th plenary session in Ha Noi yesterday under the chair of General Secretary Nguyen Phu Trong.

During the week-long event, discussions will be focused on socio-economic performance in 2015, socio-economic development plans for 2016, personnel preparations for the 12th Party Central Committee and elections of the 14th National Assembly and People's Councils at all levels for 2016-2021.

General Secretary Nguyen Phu Trong stressed in his opening speech that an accurate assessment of Viet Nam's socio-economic situation in 2015 will serve as an important premise to effectively evaluate the implementation of socio-economic development tasks and targets set by the 11th National Party Congress and the Party Central Committee's resolutions. The assessment will also serve as a foundation to build and successfully carry out socio-economic development plans for 2016 through 2020.

The Party leader urged officials to focus on the impacts of abnormal regional and global developments on Viet Nam's socio-economic affairs, while forecasting developments from now until 2016. Given the changing trends of the world market and the country's increasingly intensive integration, he said it is necessary to outline key targets, priority tasks and measures towards creating breakthroughs for socio-economic development for 2016 and beyond.

Regarding preparations for the next tenure of the Party Central Committee. The Politburo is expected to submit to the Central Committee a report on personnel plans for the Politburo, the Secretariat and key leaders. The outcome of personnel proposals will be made in two rounds by Party committees and Party organisations at provinces and cities, as well as centrally-run agencies.

The Party leader asked the Central Committee to thoroughly study the reports in order to give informed opinions, particularly about criteria for the re-election of current members of the Party Central Committee, the Politburo and the Secretariat.

He also asked the committee to work towards a consensus on key issues that will decide the success of the elections of deputies for the 14th National Assembly and members of People's Councils at all levels for the 2016-2021 tenure. — VNS
