Infrastructure priority, says Party committee

HA NOI — The 4th meeting of the Party Central Committee opened in the capital city yesterday with Party building and infrastructure works high on the agenda.

Addressing the conference, Party General Secretary Nguyen Phu Trong said the building of a synchronous infrastructure system was one of the three breakthroughs that must be achieved in implementing the Strategy for Socio-Economic Development in the 10 years (2011 – 20) which was adopted at the 11th National Party Congress in January 2011.

"Our discussion this time is to find ways to turn the Party and government plans on building the national infrastructure system into a reality," said Trong.

He said building the infrastructure system discussed at the meeting covers both economic and social infrastructure over the 10-year period in areas including transport, energy, irrigation, industrial parks, commerce, information, education, health care, culture and sport.

Trong asked participants to focus discussions on the current state of the infrastructure system and the issues the country is facing.

"The guiding principle for the strategy is to develop rapidly, yet sustainably with an emphasis on quality, productivity, effectiveness and comparativeness," Trong emphasised.

Regarding policies, mechanisms and measures applied to facilitate the strategy's implementation, Party General Secretary Nguyen Phu Trong drew participants' attention to mobilising capital resources from both inside and outside the country.

"Yet, we have to avoid scattered investment with low quality, big losses and low efficiency," said Trong.

On Party building work, Trong said "it is an especially important task – a matter of life or death for our regime and the Party."

He asked Party Central Committee members to discuss and adopt the conference Resolution for "some urgent issues on Party building work in the present context."

He said based on the documents adopted at the 11th National Party Congress on the situation in the country and internationally, the Politburo asked the Party Central Committee to focus discussions on the three most important issues.

First, to prevent and push back the deterioration of political ideology, morale and lifestyle of many government officials and party members, particularly among senior officials.

Second, to build a contingent of senior officials and managers, particularly at the central level who are able to successfully perform their assignments toward the path of industrialisation and modernisation as well as international integration.

And finally, to define the jurisdictions and responsibility of Secretaries of the Party Committees and administrations at all levels and their relationships with other members in the Party Committees, offices or units.

Trong asked participants to look at the reality of the situation, analyse it objectively and draw lessons from what has been happening.

"Party building and rectification is not easy. It is very complicated as it is related to building the organisational structure and to training people. If we don't do it properly, it might negatively affect the prestige, interest or relationships between people. Though it is very difficult, we have to do it as it is a matter of life or death of the Party and our regime," said Trong. — VNS
