Receiving Carter, Vice Admiral Nguyen Van Hien, deputy defence minister and Commander of Viet Nam People's Navy, said there was agreement that major improvements had been made in defence relations between the two countries, particularly in the area of maritime security on the basis of respecting each other's national sovereignty and promoting regional security.
Carter is expected to meet with Defence Minister Phung Quang Thanh in Ha Noi today.
The two sides are expected to make a joint announcement at the conclusion of his visit. Carter will also pay a courtesy call on Party General Secretary Nguyen Phu Trong and President Truong Tan Sang. — VNS
