HA NOI (VNS) — Party General Secretary Nguyen Phu Trong yesterday took note of proposed incentives for infrastructure upgrades in border economic zones and made some suggestions of his own.

In a working session with Lang Son authorities, he said the northern mountainous province is well-positioned to facilitate cross-border trade, especially with China, which is a vibrant and populous market.

He said the province should make full use of more than 230 kilometres of border roads and two international, one major and 9 auxiliary border gates.

Lang Son should also focus on developing its hi-tech processing, agriculture and forestry sectors, Trong said.

The province could also easily link up with Hai Phong, Quang Ninh and other neighbouring localities in boosting trade and investment, he added.

Alongside economic development, Party-building and human resource development are the root of any revolution, he said.

The Party leader said he hoped Lang Son would make the best use of its resources to attract more investment.

He expressed confidence that the upcoming 16th provincial Party Congress will mark a leap forward in the province's growth.

Provincial officials informed the Party leader that over the past five years, Lang Son had recorded an average per capita income of VND33.4 million (US$1,590), driving the poverty rate down to 14.9 percent.

Total import-export value rose 1.7 times from 2010 to $3.5 billion last year, contributing around $286 million to the State Budget. For the first quarter of this year, the budget contribution was more than VND1.34 trillion ($63.8 million).

In 2014, 2,400 residents were admitted to the Party. With an additional 461 in the first quarter of 2015, the total number of local Party members stands at 55,297.

Yesterday, at a working session with the Party Committee of Chi Lang commune, the Party leader asked the locality to build on its achievements and improve the quality of Party activities.

Trong also visited and presented gifts to outstanding farming households. — VNS
