HA NOI (VNS) — The conducting of a vote of confidence during the 10th meeting of the Communist Party of Viet Nam Central Committee (CPVCC) would contribute to building a stronger contingent of senior Party and State officials for the country's new phase of construction and defence, Party General Secretary Nguyen Phu Trong said.
At the opening ceremony of the meeting in Ha Noi yesterday, he said that holding confidence votes for Politburo and Secretariat members would help the officials review what they had done and left undone, improving their overall performance and raising their sense of responsibility.
Regarding draft documents to be submitted to the upcoming 12th National Party Congress, he said that the political report was the most important document, so it required in-depth studies and discussions with a focus on specific proposals and suggestions. The committee, therefore, should pay special attention to major issues and important contents relating to guiding viewpoints as well as renewal policies and strategic, breakthrough measures, he said.
For each issue, he stressed the necessity of carefully assessing the implementation of Party policies to find out which ones needed to be continued to foster the faster and more sustainable development of the country.
The Party leader also pointed out that the socio-economic report needed to focus on the basic areas and central tasks of the renewal process with proper and timely analyses and assessments on the implementation of socio-economic policies and solutions to rein in inflation, stabilise the macro-economy, ensure social welfare and secure an adequate growth rate.
Based on evaluation of the country's current socio-economic situation, especially regarding newly emerging opportunities and anticipated challenges, the report should define socio-economic development orientations, objectives, tasks and solutions for the 2016-2020 period in line with the national, regional and international context.
They must be feasible and address emerging socio-economic issues, especially those directly affecting the country's rapid and sustainable development and the improvement of the people's material and spiritual lives, he noted.
Regarding a report to review the implementation of the Party statutes, Trong suggested the CPVCC discuss the outcomes, difficulties in execution and amendments to the document proposed by Party committees at different levels as well as the Politburo's recommendations on revising the Party statutes.
He also proposed the CPVCC study a report reviewing the 30-year renewal process (1986-2016) so that it could be used as reference for the preparation and organisation of Party congresses at all levels and the 12th National Party Congress.
The Committee should comment on performance reports in 2014 by the Politburo and the Secretariat and suggest their key tasks this year, he said.

He also suggested the Committee provide comments on a project to restructure the contingent of civil servants and a press development and management plan.
During the eight-day event, the Committee will discuss and approve draft documents to be submitted to the 12th National Party Congress. The documents will then be sent to Party congresses at different levels for feedback. Also at this meeting, more candidates will be introduced to the Party's strategic personnel plan, additional members for the Central Committee's Inspection Commission will be elected and complaints on violations of Party rules and other important issues will be handled.
During the first day of the CPVCC's 10th meeting, Politburo members put draft reports on the 30-year renewal process and socio-economic development up for discussion.
In the morning, Dinh The Huynh, a Politburo member, secretary of the CPVCC and head of its Commission for Popularisation and Education, delivered the Politburo's draft political report, which will be submitted to the upcoming 12th National Party Congress.
He then presented the Politburo's draft report summarising several theoretical and practical issues that have come up during the 30-year renewal process.
Meanwhile, Prime Minister Nguyen Tan Dung, also a Politiburo member, read a draft report on the assessment of the implementation of socio-economic development tasks completed between 2011 and 2015, and orientations from 2016 to 2020.
They will be submitted to the national congress.
In the afternoon, To Huy Rua, a Politburo member, secretary of the CPVCC and head of its Commission for Organisation, delivered the Politburo's draft report on enforcing the Party Statute approved at the 11th National Party Congress and the implementation of the Party's strategic personnel plan. — VNS
