HA NOI — The majority of NA deputies yesterday agreed with the main content of a draft project on renovating the performance of legislature, saying that most necessary changes have already been included in the draft project.
Chairman of the NA Law Committee Phan Trung Ly presented the draft project on reform of the assembly's operations. He said the draft project would enhance the role of the legislative body on a proposed programme on building laws and ordinances, and promote online deputy conferences. The vote of confidence to key elected and appointed personnel in the State apparatus is also included in the draft project and the outcomes of the votes was said to be made public.
The new draft also clearly defined the obligations of the National Assembly Standing Committee, the Nationalities Council and other committees in supervising and giving opinions on proposed State budgets and annual audited financial reports in areas they are assigned to be in charge of.
Deputies' meetings with voters should not be conducted in their local constituencies only, but also at their living and working places as well, said the draft project.
Relating to hearing expert and common opinions on building laws and ordinances, Deputy Bui Sy Loi from central Thanh Hoa Province said the voices of law-targeted groups should be heard during the law building process. Deputy Nguyen Van Hung from northern Cao Bang Province suggested that votes of confidence should not be performed annually, as applied to ministers and higher posts. — VNS
