Strategic relationship with China cemented

HA NOI — Prime Minister Nguyen Tan Dung yesterday spoke highly of the outcomes of bilateral co-operation during his reception for Chinese Vice President Xi Jinping in Ha Noi.

Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said his visit aimed to implement the common perception reached between the two countries' leaders during Party General Secretary Nguyen Phu Trong's recent visit to China.

The Viet Nam-China friendship was an invaluable treasure that needed to be preserved for the mutual benefit of both peoples, Xi said.

Both agreed that the two nations should continue to enhance political trust and mutual understanding, maintain visits and meetings of high-ranking leaders, as well as of ministries, agencies and localities, and improve the role and efficiency of co-operative mechanisms, particularly the Viet Nam-China Bilateral Co-operation Steering Committee.

Dung proposed both sides promptly approve items of the five-year development plan for bilateral economic co-operation, raise the efficiency of economic and trade co-operation and double two-way trade by 2015, at the same time reducing Viet Nam's import surplus with China.

Xi asked the two sides to boost co-operation in transport, energy, agriculture and fishing, balance two-way trade for the target of $US60 billion by 2015, devise major co-operative projects within the framework of two economic corridors and one economic belt and support Chinese businesses to invest in the region.

Regarding land border issues, Dung requested the two sides work closely to implement three signed documents and speed up the signing of agreements on tourism at Ban Gioc waterfall, free travel of ships in the Bac Luan river mouth, and management and use of river and stream water resources in the border areas.

On the sea issue, Dung reiterated Viet Nam's stance on the East Sea issue and proposed the two sides settle sea disputes, based on the common perception between the two countries' leaders and the agreement on basic principles guiding the settlement of sea-related issues. The two sides should also abide by international law, especially the 1982 UN Convention on the Law of the Sea and the spirit of the Declaration on the Conduct of Parties in the East Sea.

The two sides agreed to establish a mechanism to discuss the implementation of the agreement on basic principles guiding the settlement of sea issues between Viet Nam and China.

Dung proposed both sides assign their government negotiation teams to meet soon and discuss implementation of the agreement.

Also yesterday, Xi and Le Hong Anh, Politburo member and permanent member of the Party Central Committee Secretariat, met with representatives of Vietnamese and Chinese young people who have been attending the 12th Viet Nam-China Youth Friendship Gathering in Viet Nam.

Anh praised the initiatives and positive results of recent exchanges between Vietnamese and Chinese young people, expressing his belief that this year's gathering would help strengthen and promote friendship and mutual trust between the two countries' youth.

Xi highlighted the fine development of the Viet Nam-China traditional friendship, saying that the youth would become a key force of each country.

Xi affirmed the time-honoured friendship between the two countries conformed to the aspirations of the two peoples, recommending young people continue to further strengthen and develop the traditional friendship. — VNS
