Should multiple-house owners be taxed?

Việt Nam’s Finance Ministry is writing a proposal to tax multiple-house owners. Accordingly, those who own more than one home will pay an extra tax for the second and any subsequent home. This form of tax hopes to ensure social equality and avoid real estate speculation, which the government claims left accommodations unused for years while people were in dire need of housing nationwide, particularly in major cities.
