Birth of Vietnamese writer To Hoai, real name Nguyen Sen. His famous works include A Cricket Adventurous Diary; Vu A Dinh and Poverty.


The People's Congress, held in Tan Trao, Tuyen Quang Province, adopts the Ten Major Policies of Viet Minh (the Viet Nam Independence League), the Order of General Insurrection, the red and gold national flag, and the national anthem – Tien Quan Ca (Marching Song). It also elected the National Liberation Central Committee which acted as a provisional government with Ho Chi Minh as president.
