HCM CITY – The HCM City Department of Construction found 7,360 building violations from the beginning of 2016 to the end of July after a total of 269,707 inspections.

The department, for example, discovered on June 27 that the Thủ Thiêm Group Joint Stock Company had begun construction of the Thủ Thiêm Dragon apartment complex in District 2 without proper permits, and fined them VNĐ40 million in early July.

The department also ordered the company to suspend construction.

However, the inspection team on July 4 visited the site and found the builder An Phong Construction Co. Ltd still working on the project, prompting authorities to fine An Phong VNĐ65 million.

More than VNĐ70 billion of fines were handed out from 2016 through July this year.

Among the inspections, the department discovered that Việt Nam House Company was selling a small apartment building, even though the company had been granted a construction permit to build a private house.

In addition, online third-level public services in city districts that provide information on construction permits for private houses are being used infrequently by local residents.

From June 15, 2017 to May of this year, districts have provided 707 construction permits through online services, which represented only 1.3 per cent of the total permits granted during the period.  – VNS
