A fisherman in Khanh Hoa Province has rescued two Russian men who were adrift on a boat in the sea near Noi Islet.
According to border soldiers in the province, on Monday, Nguyen Tan Nguyen, who was fishing 15 nautical miles from Nha Trang beach, saw the boat where the two men appeared to be unconscious.
The fisherman brought the men to Cam Hai Dong Border Post for emergency aid. The two Russians said they worked for a tourism company in Nha Trang. They had been drinking before going out on the boat for pleasure. The boat had apparently malfunctioned.

Ninh Thuan withdraws investment projects
The People's Committee of Ninh Thuan Province has decided to withdraw the investment certificates of five investors for violating regulations in the Law of Investment on delaying projects.
According to the provincial Department of Planning and Investment, the projects were awarded investment licences in 2008 and 2011.
After withdrawing the investment licences, the department will include the projects on the call-for-investment list of the province.

Floods hit households in Binh Chanh
Residents of 500 households in Binh Chanh's Da Phuoc Commune have lived in flooded areas for more than two weeks after the Hai Dau Culvert in the area broke.
Twice a day, when tide rises, water is half a metre high, causing serious damage to local residents' farms. People worry about their health as the flood location is near the Da Phuoc Rubbish Dump.
Local citizens have sent a letter to Da Phuoc Commune's People's Committee calling for help. However, the situation has not improved as Lunar New Year holiday is approaching.
