Resettlement stirs residents

HA NOI — The Ha Noi People's Committee affirmed that priorities would be placed on speeding up the infrastructure system construction in relocation areas to tackle the shortage of apartments to resettle residents.

The low quality of resettlement housing projects combined with the lack of infrastructure has caused quite a stir among residents.

The city thus promised not to relocate residents to areas where the infrastructure system was poorly developed or inadequate to prevent inconveniences in their lives.

According to the report of the People's Committee, the city always encounters a serious shortage of resettlement apartments, saying it needs 6,500 apartments for resettlement this year. However, only half of the demand could be met.

The shortage slowed down site clearance for construction projects to be implemented. For example, the Ring Road 2's Vinh Tuy – Nga Tu Vong cross-roads stretch, O Dong Mac – Nguyen Khoai, Tam Trinh – Linh Nam and Nguyen Hoang Ton streets are all under stagnant processes.

"The problems reside mainly in capital shortage," said deputy director of the municipal Department of Construction Nguyen Quoc Tuan, adding that delays caused increases in the total estimated investments.

Paradoxically, many finished resettlement housing projects were left fallow and degraded. The Government must therefore spend money in maintenance. "It is a huge waste," he said.

As an effort to improve the situation of limited capital, the department proposed to the municipal People's Committee a transfer of completed resettlement apartments left empty for more than 12 months to other projects which were in a more urgent need.

Resettlement housing projects throughout the city must all be inspected to eliminate incapable investors and to speed up its progress.

Ha Noi needs to build 50,000 apartments to resettle residents by 2020 with the total estimated capital reaching up to VND46 trillion (US$2.19 billion). — VNS
