HÀ NỘI — Việt Nam Competition Authority, under the Ministry of Industry and Trade, has asked Vietnam Television Cable Corporation (VTV Cab) to provide complete and accurate information related to its products.

The corporation has also been asked to strictly follow regulations on consumer rights protection.

The authority said it would impose punishment on VTV Cab after VTV Cab removed 23 foreign channels from its service without giving a notice about the channel names to subscribers.

VTV Cab subscribers have complained that since April, the provider has removed 23 channels, including people’s favourite channels such as HBO, Cinemax, FoxSport1, FoxSport2, AXN, RED, CNN, BBC, Cartoon Network and Disney Channel and replaced them with 12 brand new channels, including Movie 1, Hollywood Classics, FOX, Planet Earth, History, Baby TV, Cartoon Kids and Happy Kids.

VTV Cab said it had announced the change on its website and channels of VTV and VTV Cab since March 23.

According to the Ministry of Industry and Trade, besides publishing the notice on the website, the provider must send a notification about the changes to customers either through text messages or email.

VTV Cab committed it would consult and persuade subscribers to continue the service until April 30.

After this deadline, if the customers persist on unsubscription of the service, VTV Cab will refund the subscription amount of one or two months or fully refund the pre-paid payment for the unused service.

VTV Cab will also refund expenses on the service’s installation equipment based on the customers’ bills. It will terminate the service contract after completing all required formalities with the customers.

According to the contract between VTV Cab and its subscribers, customers can unilaterally terminate the contract if they no longer want to use the service or disagree with the changes made by VTV Cab, such as changes in price, number of channels and channel list.

The subscribers have been advised to follow the instructions in the sample contract if they want to terminate the contract. In this case, they have to pay for the used subscription only.
