Basic salary to rise to VNĐ1.39 million from this July

HÀ NỘI — The monthly basic salary of civil servants and public employees will increase to VNĐ1.39 million (US$61), from the current VNĐ1.3 million ($57), this July onwards.

This was part of a government’s draft decree on the basic salary rate for cadres, public employees and members of the armed forces, which has been opened to public opinions.

According to the Ministry of Home Affairs, the basic salary of VNĐ1.3 million per month, applied from July 1, 2017, is only equal to the standard income of the near poor in the urban areas in the 2016-20 period.

It is equal to 41.43 per cent of the minimum wage in 2017 given by enterprises and 60 per cent of the average monthly expenditure per capita in 2016, resulting in the fact that cadres, civil servants, officials and armed forces face difficulties in their daily lives.

Regarding the budget for its implementation, the draft decree clarifies that ministries, sectors and the ministerial-level agencies will ensure that they can balance the demand for expenditure increase, owing to the 2018 basic salary adjustment, within the assigned budget estimates.

The provinces and cities under the central Government will use 10 per cent of the regular expenditures (excluding salaries and salary-based allowances), part of public incomes, 50 per cent of the increased local budget and unused budget for salary reform in 2017 (if any) for the increase.

The collecting of ideas for the draft decree will end on March 3.

Earlier, the basic salary was raised from VNĐ1.21 million ($53) to 1.3 million ($57) per month from July 2017. — VNS
