BÌNH DƯƠNG — Police in the southern province of Bình Dương have asked the provincial People’s Procuracy to prosecute Trần Thị Lệ Thu for faking land use right certificates in order to obtain fraudulent loans.

According to the investigation, Thu, 51, of Phú Giáo District, asked relatives and neighbors to use their names to obtain 32 land use certificates, known as red books. She paid each of them VNĐ50 million (US$2,170) and then went to various banks to take out loans based on the fake red books.

In this fashion Thu appropriated VNĐ9.5 billion ($413,050) from the Sở Sao branch of the Vietnam Bank for Agriculture and Rural Development (Agribank) and VNĐ63.5 billion ($2.7 million) from the Bình Dương branch of An Bình Bank.

Thu also appropriated VNĐ6 billion ($260,900) from Nguyễn Thị Kim Thanh and VNĐ1.4 billion ($60,900) from Trần Ngọc Xuân. Thanh, Xuân and other people who helped Thu borrow will also be prosecuted, according to police.

The bank officers will also be prosecuted, including Lê Thị Hoàng Oanh, former director of Agribank’s Sở Sao branch, Nguyễn Vĩnh Linh, former head of the Credit Department of Sở Sao branch, Nguyễn Văn Phương, former credit officer of Sở Sao branch, for causing serious consequences through lack of responsibility. — VNS
