HCM CITY – All fuel pumps at petrol stations in HCM City will be sealed from September 2017 to prevent tampering of their meters by the stations and ensure they fully pay taxes.

It is part of a plan to improve oversight of petroleum sales and tax payments.

It would also protect customers from being short changed, authorities said.

The city Department of Taxation will co-ordinate with the Departments of Science and Technology and Industry and Trade to seal the dispensers.

They will also routinely record the readings on the pumps.

There are only 530 licensed gas stations in the city and two temporary ones.

Two are closed for repairs.

Many cities and provinces around the country have already carried out this task, leading to an average 10 percent increase in tax collection, the General Department of Taxation said.

But it admitted that seals are only a temporary solution and that it plans to use electronic invoices for the petroleum sector to improve oversight. – VNS
