City to thaw suspended building renovations

HCM CITY — The HCM City People’s Committee will issue temporary construction permits to allow owners to renovate old houses or build new houses in areas where construction projects have been suspended.

In the areas on the city’s 1:2000 ratio programming map, individuals or organisations will be allowed to renovate or build a new structure with no more than three floors.

In mixed agricultural land and residential areas, owners can either renovate or build a new building if the structure was built before July 2006. If it was built after July 2006, only renovation can be done.

In areas with road traffic projects or along railway safety corridors, owners can renovate or build a new house of no more than three floors.

Residential houses in the Metro urban railway project will be allowed to renovate only.

The city has about 570 suspended projects with a total area of ​​over 20,000 hectares, according to the city’s Department of Natural Resources and Environment.

People living in the area of suspended construction projects previously were not allowed to transfer, trade or change the use of the land.

The infrastructure around suspended projects is rarely upgraded, affecting thousands of people’s lives.

By the end of February, the city People’s Committee had withdrawn two suspended projects in the Him Lam residential area and 11B Function Area in the new urban area in Bình Chánh District, covering nearly 70ha.

Projects are suspended for various reasons, including lack of financing, land clearance problems and residents’opposition.

The city’s Department of Planning and Architecture has also withdrawn 20 road projects in Bình Tân District because of the high cost of land clearance. — VNS
