HCM CITY — HCM City People’s Committee has developed a plan to improve the quality of city leaders and officials, adding more youth to the management board between 2016 and 2020.

The committee said it was important to have professional, ethical leaders and officials, especially as Việt Nam strives to be modern and industrialised.

The new officials will be trained in different fields, including planning, organising and evaluating work.

Authorities in charge of offering educational programmes will be required to have careful preparation.

The city aims to have 100 per cent of ward-level main staff with bachelor’s degrees or currently studying at university.

Ward-level officials in specialised fields should hold a bachelor’s degree or above as well as other certificates, according to the plan.

In addition, all leaders will have to attend political classes and fulfill all requirements specific to their titles.

Employing more young officials and leaders is another concern of the city.

Specifically, more engineers as well as candidates with a master’s degree in computer science have been encouraged to take part in road construction and public transportation projects, among others. — VNS
