HA NOI (VNS) — The Ha Noi transport department will start issuing international driving permits to Vietnamese citizens on March 1, the department's Deputy Director Nguyen Viet Phuong said.
All procedures will be conducted at No 2, Phung Hung Street and No 16, Cao Ba Quat Street.
"Applicants must bring their original driving permits, fill out an application form and pay a fee of VND135,000 (US$6.1)," Phuong said. "They will receive their international driving permits within five working days."
Applicants who possess driving permits issued in other provinces must present their original driving permits in polyethylene terephthalate (PET) material in order to receive their international driving permits.
"There is no way to counterfeit the permits because applicants must show up, have their photographs taken and sign their application forms," Chung said.
The international driving permits will be valid for three years in 73 countries, according to the Vienna Convention on Road Traffic, 1968.
The permit is in the form of a grey A6 notebook (148cm by 105cm) with a security symbol on its white pages.
The first pages state basic information and the permit's scope of use in Vietnamese and English. The following pages contain personal information of the owners and their vehicle type in Russian, French and Spanish.
Those who possess an international driving permit issued by Viet Nam must present the permit, together with their original Vietnamese driving permit, as per the laws of the signatories of the Vienna Convention. They must also comply with the laws of the signatories.
The signatories can invalidate the international driving permit if the drivers violate their laws, but only within the period of time that the drivers stay in their countries.
Those possessing an international driving permit issued by the signatories of the Vienna Convention must bring along the permit, together with their original driving permit issued by their country, while driving vehicles in Viet Nam.
The international driving permits issued in Viet Nam cannot replace the original driving permit.
