QUANG NINH (VNS) — Prime Minister Nguyen Tan Dung has decided to establish a pilot public administrative centre under the People's Committee of the northern Quang Ninh Province.
The centre, to be located in Ha Long City, was expected to give instructions for administrative procedures, and receive and process documents of individuals and organisations, the People's Committee said.
During its three-year trial run, the centre will also be in charge of proposing solutions for administrative reform and modernisation, and provide high-quality online public services.
The centre will have legal status, a stamp from the State Treasury of Viet Nam and a bank account, and will be administered by a director and no more than two deputy directors.
The provincial People's Committee has been asked to specifically regulate roles, tasks, authorities and the structure of the centre as well as co-operate with relevant agencies and units.
Over the past few years, the province's administrative procedure reform process has shown positive achievements. Emails are being used in all state administrative agencies at the province and district levels.
Quang Ninh ranked 14th out of 63 cities and provinces nationwide on the 2014 Public Administrative Reform Index, jumping nine places from the previous year, statistics from the home affairs ministry showed. — VNS
