HA NOI (VNS) — More than 500 officials have violated administrative reform rules, Director of the city's Department of Home Affairs Tran Huy Sang said at a meeting held on Tuesday in Ha Noi.
The meeting was held to review an administrative reform programme carried out from 2011 to 2015.
The programme, also called Programme 08, was entitled Strengthening administrative reforms and enhancing responsibility and quality of public services for officials and state employees in the 2011– 2015 period.
Sang said during the four years of implementation of the programme, 526 officials and state employees were disciplined for violating administrative reform rules. They included both position holders and ordinary staff from state agencies and local authorities.
Notably, 476 of them worked at the grassroots level, including district and commune levels. Under the central government, there are three lower tiers of local government — provincial, district and commune — in Viet Nam.
The violations range from improper attitude towards the general public and corrupt and negative behaviour that caused trouble to individuals and organisations in conducting administrative procedures.
The concerned officials have been disciplined in various ways by Government agencies at various levels.
Ha Noi Mayor Hoang The Thao said at the meeting that the programme had contributed to placing the city among the nation's top places with a high administrative reform index, which has constantly improved year by year.
The programme also helped raise the city's provincial competitiveness index ranking by 24 spots from 2012 to 2014 (from 53.40 to 58.89 points).
Thao said officials and State employees, however, were half-hearted while dealing with work involving individuals and organisations, stressing this was one of the causes for public dissatisfaction in recent times, in which the city had to put a lot of effort to resolve the issues. — VNS
