HA NOI (VNS) — In a bid to increase the efficiency of the bureaucracy, the Politburo of the Central Committee of the Communist Party of Viet Nam has issued a resolution calling for a reduction of the number of those on the State payroll at all levels.
According to the resolution, at least 10 per cent of Government staff and officers in ministries, localities and government agencies on State payroll in various sectors will be reduced by 2021.
The resolution states that the education and health sectors must closely monitor the number of staff being put on the State payroll even though there will be increased demand for staff for new schools and hospitals.
The Party also calls for the need to re-assess the professional level of those on the State payroll and if any needed to be reshuffled.
The resolutions say that each organisation within the Party, Government, socio-political organisation and public-service units must have plan to reduce those on the State payroll during the seven-year period 2015-21.
The Government estimates that there are about 282,000 on the State payroll, people who work for government offices, administrative offices and Vietnamese representative offices abroad.
In February 2014, the Home Affairs Ministry also suggested gradual reduction of 100,000 public staff. — VNS
