HCM CITY (VNS) — The government inspectorate has detected several mistakes in the management of the HCM City Open University during the 2010-12 period.
According to the conclusions made by the inspectorate, the university has made several mistakes in training and enrolling post-graduate students.
Several students who were admitted to the university lacked the required certificates, and did not meet the conditions to write the examination under the regulation of the education and training ministry.
The number of university enrolments exceeded the limit set by the ministry by more than 1,082 students in 2010, an excess of 33 per cent, and by 1,062 in 2011, an excess of 40.2 per cent.
In addition, the school also charged fees, which were not part of the state regulation, and deposited the amounts in banks to get interest.
The inspectorate's reports showed that several mistakes were made in the expenditure and payment for teachers, management and investment of the school.
The inspectors also stated that these mistakes were made by the school's rector and the heads of departments.
The inspectorate has proposed that the Prime Minister should direct the concerned ministries to study and promulgate suitable regulations with respect to the irregularities. — VNS
