HA NOI (VNS) — The Government has issued a new decree detailing and guiding the implementation of the Law on Vietnamese Nationality, creating more favourable conditions for Vietnamese people residing abroad to retain their Vietnamese nationality.

Decree 97/2014/ND-CP includes amendments and supplements to a number of articles in Decree 78/2009/ND dated September 22, 2009.

Under the new decree, overseas Vietnamese, who did not lose their nationality as dictated by law before July 1, 2009, will be able to register with an overseas Vietnamese agency to identify their nationality and be issued passports.

Viet Nam's diplomatic missions, consular offices and other agencies authorised to perform consular functions in foreign countries where applicants reside will accept and handle requirements for Vietnamese nationality registration and passports.

Applicants who live in countries or territories without a Vietnamese representative office should submit their dossiers to a Vietnamese representative agency at their convenience.

A list of Vietnamese representative missions is available on the Foreign Ministry and Justice Ministry websites.

The new decree will take effect from December 1, 2014. — VNS
