HA NOI (VNS) — The latest draft law on occupational safety and health will cover labourers without contracts due to their vulnerability and lack of support.
The Head of the Committee for Social Issues, Truong Thi Mai, said yesterday at a conference that business owners must provide healthcare services for their employees, particularly those without contracts.
She said healthcare services offered by employers was inadequate and failed too meet workers needs due to a lack of regulations.
The Government should develop new policies to improve the working environment, which was important for labourers, she said.
The new policies should focus on employees without contracts because they did not have sufficient protection in the working environment, the Head of Social Issues Committee said.
According to Deputy Minister of Health Nguyen Thanh Long, government organisations had to consider new policies on healthcare for casual labourers.
He said that there was a large number of workers in the fields of agriculture, fisheries and forestries who were not equipped with protective clothing or equipment, and did not receive compensation for accidents in the workplace.
He also raised concerns about the quality of healthcare for labourers.
The deputy minister pointed out several reasons for these problems, and highlighted a lack of awareness among both employees and employers.
Long also said that government agencies were not up to scratch, and the Government should issue regulations to deal with businesses that did not provide healthcare services for their employees. — VNS
