HA NOI (VNS)— Non-governmental organisations (NGOs) nationwide were yesterday urged to submit proposals for how to promote public participation and accountability in law-making and policy development processes.
As part of the drive, successful applications will receive the support of the Public Participation and Accountability Facilitation Fund (PARAFF) to engage constructively in law-making and policy development processes as well as the monitoring of their implementation.
In order to qualify for support, project proposals must relate to one or more bills from the legislative agenda of the 13th tenure of the National Assembly.
Operating under a development co-operation agreement between the government of Denmark and Vietnamese government, the fund is expected to provide grants and capacity building support totalling approximately VND72 billion (US$3 million) to NGOs over the coming two years.
PARAFF will also provide technical assistance and training for NGOs to prepare and conduct activities promoting public participation and accountability at national and sub-national levels.
Speaking at the launch ceremony in Ha Noi, John Nielsen, Ambassador of Denmark to Viet Nam, said: "It is my hope that PARAFF will contribute to strengthening the positive experiences of collaboration in law and policy-making processes, for the ultimate benefit of sustained and equitable social-economic development in Viet Nam for each and every citizen."
Non-governmental, mass, and socio-political organisations, public media, and community-based groups wishing to participate must submit a full proposal with detailed budget breakdown to PARAFF Secretariat by July 29.
