South to improve its labour force

CAN THO (VNS)— Boosting job training for rural labourers and general training that meets market demands were major measures to improve the quality of human resources in the southern region this year, said Minister of Labour, Invalids and Social Affairs Pham Thi Hai Chuyen.

Speaking at a meeting to review policies on employment, job training and labour relations in the region held earlier this week, the minister said that the Government was also planning to increase preferential loans for poor and near poor households.

"The region has abundant human resources and potential in labour export, especially in the aquaculture sector," she said, "but the quality of human resources is still low and labour demand and has yet to be adequately met."

The minister also urged localities to better co-operate with the Bank of Social Policies in offering financial aid to local households for development of household businesses.

Meanwhile, Vice Director of HCM City's Labour, Invalids and Social Affairs Department Huynh Van Xe raised concerns over the rising number of labour disputes, especially cases where leaders of wholly-invested companies had abandoned their positions to avoid paying social insurance and unemployment insurance fees, which violated worker benefits.

Xe suggested that enterprises with less than 10 employees should also be subject to the Law on Unemployment Insurance, as they were also vulnerable to job losses, especially during times of economic crisis. Under current regulations, enterprises with at least 10 employees and labourers who pay unemployment insurance fees for at least 12 months are eligible for unemployment allowances.

Director of the labour department in Binh Phuoc Province, Nguyen Thi Thu Ha, said a mechanism to divide people into different training groups was needed. She said that while the province offered training in 28 types of occupations for rural labourers, in reality people applied for only two jobs: rubber latex extraction and cultivation of rubber trees.

The region consisting of 21 cities and provinces has 19.78 million labourers, with 97.8 per cent of its working force currently employed.

However, only 8.6 per cent of labourers reportedly went to job training classes.

Last year, cities and provinces in the region created additional jobs for 853,000 people, accounting for 56 per cent of the country's total number. It sent over 9,000 people to work abroad. Meanwhile, nearly 85,000 people lost their jobs, accounting for over 43 per cent of laid-off workers nationwide, mostly those who worked for joint stock companies, private enterprises and co-operatives.

According to the ministry, this year enterprises in the southern region want to employ an additional 500,000 workers, including demand for over 200,000 in HCM City and 120,000 in Binh Duong Province. — VNS
