HA NOI (VNS0— Ha Noi City's Traffic Police Department held an inspection of battery-powered bicycles drivers, mainly students, yesterday to punish speed infringements, unsafe helmets and overloading.

Many battery-powered bicycles are capable of speeds over 50kph but have safe braking power for one person at 25kph. Lieutenant Dang Hong Giang was reported by the An ninh thu do (Capital Security) newspaper as saying people were encouraged to use battery-powered bicycles because they were eco-friendly.

Vu Thi Phung, of Ha Noi's Kim Ma Street, said two battery-powered bikes had crashed into her car four days ago. The student drivers carried two passengers each, went through a red light at high speed, she said.

Lawyer Le Hong Van, of the Ha Noi Bar Association, said fines were not enough to deter violators. The maximum fine for helmet violations was VND200,000. — VNS
