Assembly doubles threshold for personal income tax to $430

Ha Noi (VNS)— The personal income tax threshold will be increased from VND4 million (US$192) to VND9 million ($430) a month from July 1 next year, following a decision by the National Assembly yesterday.

The new exemption will increase by VND3.6 million ($170) a month for each dependent person, compared to an increase of VND1.6 million ($75) at present.

However, if the CPI increases to more than 20 per cent by July 1, the National Assembly Standing Committee will be asked to adjust the exemption for dependants to align it with the inflation rate.

The changes are contained in Paragraph 1 of Article 19 of the Personal Income Tax Law.

Also yesterday, the deputies passed the Draft Law on Grassroots Reconciliation.

The majority of deputies agreed the Ordinance on settling community disputes be revamped.

The deputies emphasised the role of the Viet Nam Fatherland Front during the reconciliation process, the rights and obligations of conciliators and the responsibilities of local organisations

Also yesterday, NA deputies discussed the draft law on national defence and security education.

Most agreed to introduce the content of the law into the school curriculum and extracurricular activities to help students gain basic knowledge of defence and security issues and necessary skills to meet the demands of the country's development and protection.

However, some said that due to the overloaded curriculum, the law should account for 15 per cent of the curriculum and extra curricular activities for primary students and 20 per cent for secondary students.

They suggested that the law should include a policy that ensured enough funds were available for localities to organise useful activities for students with behaviour issues at primary and secondary schools instead of during summer holidays.

On the issue of national defence and security education for people working in non-state enterprises, companies and institutions, many deputies said it was necessary to have a proper model to work from.

They agreed with the regulation on establishing centres of national defence and security in localities at grass-roots level. — VNS
