HCM CITY — City authorities plan to crack down on violators of parking-lot fees, according to inspectors from HCM City's Finance Department.
At a legal parking lot at HCM City Eye Hospital in District 3, for example, bicycle and motorbike drivers must pay between VND2,000 and VND3,000 each while the posted sign said VND1,000-2,000.
Motorbike drivers pay VND5,000 and bicycles VND3,000 at a lot behind the Diamond Plaza shopping complex in District 1.
In addition, drivers who park their cars directly on Nguyen Van Chiem Street in District 1 are forced to pay VND30,000 (nearly US$1.5) each. The going rate is VND20,000 fee for cars with less than seven seats.
Similarly, despite the presence of a parking-ban sign on Tran Quoc Thao Street in District 3, men at an illegal car-parking lot located in front of a coffee shop are often seen persuading drivers to park there. Drivers pay VND20,000 each for daytime parking and double that amount to park during the night.
At many illegal street lots, drivers have to pay high fees, at least VND3,000 for a bicycle, VND5,000 for a motorbike, and VND30,000 or up to VND50,000 for a car with less than seven seats.
Ward authorities have failed to catch the rule-breakers, according to inspectors.
Nguyen Thi Hoa, deputy chief inspector of the Department of Finance, said the Inspectorate will punish violators when enough evidence of their illegal activity has been collected.
Hoa and her staff will continue to inspect parking lots around the city, especially sections located at hospitals, schools, shopping centres, hotels and restaurants.
Hoa said her department would invite officials from the Department of Planning&Investment to join the Inspectorate.
The parking fees for bicycles, motorbikes and electric bikes are divided into three groups.
Group 1 covers schools and hospitals; group 2 covers markets, supermarkets, apartment blocks, shops and headquarters of organisations.
Group 3 includes apartment blocks, amusement and entertainment areas, hotels, restaurants, dance halls, theatres and commercial centres.
The fee rate is VND1,000-2,000 for bicycles and electric bikes during the day and VND1,000-4,000 at night.
Motorbikes are charged VND2,000-4,000 during the day and VND3,000-5,000 at night.
The parking rates for cars are divided into two areas; area 1 covers districts 1, 3 and 5; and area 2 covers the remaining districts.
Cars with fewer than 10 seats pay VND20,000 during the day and 40,000 at night, from 9pm to 5am, in Districts 1, 3, 5. In other districts, the day rates are VND15,000 and night rates VND30,000.
For cars with more than 10 seats, the fee is VND25,000 in area one during the day and VND50,000 at night. In area two, the fees are VND20,000 during the day and VND40,000 at night. — VNS
