HA NOI — Prime Minister Nguyen Tan Dung asked the leaders of eight provinces to conduct self-criticism for submitting inaccurate natural disaster and disease loss reports, offering late support to victims and using financial assistance incorrectly.
Leaders of Ha Giang, Lai Chau, Nghe An, Phu Yen, Binh Dinh, Quang Nam, Quang Ngai and Thanh Hoa provinces are being scrutinised for their actions following storms Ketsana and Parma two years ago.
Specifically, the provincial People's Committee Chairmen of Quang Nam, Binh Dinh, Quang Ngai, Lai Chau and Thanh Hoa submitted storm and disease loss reports to the Government that far exceeded actual losses.
Chairmen of the eight provinces failed to give timely financial assistance to the victims of natural disasters after receiving funds from the Government.
To date, only 55.38 per cent of the financial aid allocated by the State for victims of the storms has been distributed.
The leaders also distributed VND116 billion ($5.5 million) of the financial assistance inappropriately while the Government allocated 10,000 tonnes of rice and VND460 billion ($25.6 million) to help residents restart production and to help authorities rebuild schools, medical stations, and irrigation and transport networks.
PM Dung asked the eight provincial leaders to instruct relevant agencies to redo their storm and disease loss reports.
These chairmen must also take responsibility for allocating the remaining assistance to storm victims to help them restart production and boost redevelopment of infrastructure works that were destroyed in the storms.
Dung entrusted relevant authorities with getting refunds for the incorrectly distributed funds and told the Ministry of Finance to include any unused financial assistance in next year's locality assistance coffers.
He asked localities nationwide to review their natural disaster loss and financial allocation reports and to report any wrongdoing to the relevant ministries.
He entrusted the Ministry of Agriculture and Rural Development with setting up specific criteria to classify losses caused by natural disasters and managing the localities in reporting their losses.
In co-operation with relevant agencies, the Ministry of Finance will take responsibility for inspecting the localities' allocation of financial assistance funded by the State budget and mobilise other financial sources to offer timely support to affected people. — VNS
