State firms to build social housing

HA NOI — Developing social housing projects in Ha Noi would be a compulsory task for State companies under the Ministry of Construction and the city's People's Committee, according to Minister of Construction Trinh Dinh Dung.

He made the statement at the signing ceremony on the co-ordinated implementation of the Housing Development Strategy with the municipal People's Committee on Tuesday.

 

Steering committee set up

HA NOI — Ha Noi last week founded the Steering Committee on Housing Policy and Real Estate Market which will take charge of the implementation of housing and real estate-related laws and policies.

Its tasks will also cover supervising the city's housing development programme and setting specific goals for housing development to meet the city's demand.

Deputy Chairman of the People's Committee Nguyen Van Khoi has been assigned to head the committee, with director of the city's Department of Construction as his deputy and 20 other members from relevant departments and organisations. — VNS

Those companies would play key roles and should be given favourable conditions to involve themselves in social housing programmes in the city, he added.

Dung emphasised that work by the ministry and municipal authorities to figure out a mechanism and policies for housing management appropriate to the socio-economic development of the city would be prioritised.

In addition, tax incentives and land and infrastructure-use fees would be decided together with the application of advanced design and construction techniques in an effort to lower the cost of social housing while improving quality.

A breakthrough in capital sources was also needed with the enhancement of the housing development fund and housing saving fund, he said, pointing out that companies hesitated to invest in social housing due to limited preferential long-term loans and difficulties in retrieving capital.

At the signing ceremony, Chairman of the People's Committee Nguyen The Thao urged co-operation from enterprises to achieve the strategy's goals.

The Housing Development Strategy to 2020 with a view to 2030 was approved by the Prime Minister last November.

Ha Noi has set a goal of building at least 4.7 million square metres of social housing by 2015, meeting nearly half the demand. — VNS
