Hà Nội may dissolve district People's Councils

The Political Bureau (Politburo) of the Party Central Committee of Việt Nam gave the greenlight to the pilot of urban administration model in Hà Nội’s districts.

HÀ NỘI — The Politburo of the Party Central Committee of Việt Nam has approved piloting a new urban administration model in Hà Nội.

Vice Secretary of the city’s Party Committee Ngô Thị Thanh Hằng made the statement at a party committee meeting on Sunday.

Hằng said that on October 20, the Politburo worked with the Standing Committee of the city’s Party Committee to review five years implementing Resolution 11 on the city’s development during 2011-20.

On November 7, the Politburo issued its conclusions on the resolution’s implementation, which allowed the city to implement the new urban administration model on a trial basis at district level, Hằng said.

Previously, Secretary of the city’s Party Committee Hoàng Trung Hải said that the city would propose developing the new model for the city.

The model would be simplified from the current one and still ensure that the administration protected the people’s rights and obligations, he said.

Before Hà Nội, HCM City and Đà Nẵng joined the pilot implementation of the same model.

Under the model, People’s Councils at district and ward/commune levels can be abolished or merged. In cities under direct control of the central Government like Hà Nội, HCM City or Đà Nẵng, there will be only one People’s Council at city level. There will be representative agencies of the council in districts and wards.

The Politburo also asked Hà Nội authorities to complete key tasks, including a renewed growth model in line with the city’s economic restructuring and three breakthrough strategies – improvement in planning, infrastructure and completing institutions for a socialist-oriented market economy.

Hà Nội was asked to achieve yearly economic growth of at least 7.5 per cent and to harmonise economic benefits with cultural development and social progress.

The city was urged to take more actions in urban management, land and construction, road safety and social security.

The Politburo asked the Government to review and amend some decisions and outline special policies or mechanisms to enable Hà Nội to complete its tasks.

More key projects

Also at the meeting on Sunday, Vice Chairman of Hà Nội People’s Committee Nguyễn Văn Sửu announced the committee has added three projects in the list of key projects to invest during 2016-2020.

The projects are: a flyover on the intersection of Hoàng Quốc Việt Street and Nguyễn Văn Huyên Street plus the completion of Nguyễn Văn Huyên Street worth VNĐ503 billion (US$ 22.13 million ), a tunnel with estimated investment of VNĐ672 billion at the intersection of Giải Phóng Street and Ring Road 2.5 and another tunnel worth about VNĐ550 billion at Lê Văn Lương Street and Ring Road No. 3.

The two first projects are funded by the city’s budget while the last will be under a build-transfer contract.

Last year, the city’s People’s Committee approved the city’s middle-term public investment 2016-20 with a list of 52 key projects that cost more than VNĐ503.37 trillion (US$22.14 billion). — VNS
