Ngân praised the role as well as contributions of the special advisor to cultural and educational ties of the two countries, naming the Việt Nam-Japan University project, the cherry blossom festival, and the Japanese culture festival in Việt Nam.
She expressed the belief that the extensive strategic partnership between Việt Nam and Japan would be more active and practical, noting that the Việt Nam-Japan University project will become a symbol of that partnership.
