National Party Congress opens today

HA NOI (VNS) — Up to 1,510 delegates to the 12th National Party Congress met in a preparatory session at the National Convention Centre in Ha Noi yesterday morning.

Earlier, the delegates paid tribute to President Ho Chi Minh at his mausoleum and offered incense to war martyrs at their monument.

They include Party General Secretary Nguyen Phu Trong, President Truong Tan Sang, Prime Minister Nguyen Tan Dung, National Assembly Chairman Nguyen Sinh Hung, President of the Viet Nam Fatherland Front Central Committee Nguyen Thien Nhan, and members of the Political Bureau and the Secretariat of the Party Central Committee, among others.

The delegates approved the working regulations of the Congress, and elected the Presidium, the Secretariat, and the Delegate Eligibility Appraisal Board.

They also adopted the working agenda and election regulations for the 12th National Party Congress and reports examining the eligibility of the delegates.

The National Party Congress will officially open this morning and last till January 28.

Promoting the strength of the whole people and socialist democracy, stepping up reform, safeguarding the nation and striving to turn Viet Nam into a modern industrialised country are among the themes of the congress.

The event will focus on reviewing the implementation of the 11th Congress's Resolution, and the progress of the 30-year reform. It will also define targets, tasks and measures for nation building, safeguarding and development in the next five years.

The new Party Central Committee is expected to consist of 180 official members and 20 alternate members.

People, Party members and officials nationwide have shared their confidence in the success of the National Party Congress.

The Party Central Committee will be a united, transparent and strong group that is steadfast in maintaining independence and developing democracy and socialism, Politburo member and permanent member of the Party Central Committee's Secretariat Le Hong Anh told Vietnam News Agency.

It was one of the four requirements that have been set to build a Party Central Committee for the next tenure, he said.

Other prerequisites are, having a sound structure to ensure comprehensive leadership and increasing the number of Party Central Committee members working directly in areas of significance.

Members of the 12th Party Central Committee must have strong political will, qualified morals and competence in accordance with the Resolution on personnel strategy in this period of accelerating industrialisation and modernisation, Anh said.

The committee also pointed out flaws that any potential candidate cannot have; including having unsteady political will, a tendency towards opportunism and ambitions of power, violating rules of democratic centralism, acting unfairly in personnel assessment and promotion, working inefficiently, untruthfulness in asset filing, as well as insufficient awareness of political history and current political developments, among others, Anh added.

Lieutenant General Pham Hong Cu, former deputy head of the Viet Nam People's Army's General Department of Politics, said he believed that under the Party's leadership, the people would work to eliminate poverty to advance the country's development on par with other countries. He expressed his expectations that the 12th National Party Congress would enhance the leadership of the Party, and at the same time elect a new generation of leaders with competence and virtues. This will bring the country to the next level of sustainable development and help it become an industrial country by 2020, he said.

Lawyer Le Duc Tiet, Vice Chairman of the Consultancy Council for Law and Democracy of the Viet Nam Fatherland Front, noted that people pinned high hopes on the 12th National Party Congress. They expect it will introduce new guidelines and policies pertaining to land, defence-security, and the environment, among others.

A pressing issue today was combating corruption and wastefulness, which required the involvement of all people, he stressed.

Nguyen Tuc, chairman of the Consultancy Council for Socio-cultural Affairs of the Viet Nam Fatherland Front, argued that building a pure and competent Party could not be done without the people.

He suggested that people and the Presidium of the Viet Nam Fatherland Front's Central Committee should be allowed to comment on candidates introduced by the Party Central Committee and the Congress, as part of efforts to make the Party and administration strong.

He expressed his hope that the Congress will elect people who are neither corrupt nor a member of an "interest group".

Vietnam News Agency also interviewed delegates to the Congress, who expressed their belief that new policies and decisions will be put forth during the event to bring the country forward.

Pham Hai Hoa, secretary of the Party Committee of Ha Noi's Phu Xuyen District, pinned high hopes on settling the income gap and easing the development imbalance between urban and rural areas, as well as between mountainous and delta regions.

Tran Van Ron, secretary of the Vinh Long provincial Party Committee, called for more attention from the Party Central Committee, the National Assembly, the Government, ministries and agencies in order to create momentum for the development in the Cuu Long (Mekong) Delta region.

Venerable Thich Minh Nhan from the Viet Nam Buddhist Sangha's Kien Giang Chapter, stressed that national sovereignty over sea and islands must be protected.

Buddhist dignitaries and followers believed in the leadership of the Party and State, he said. — VNS
