HA NOI (VNS)— Minister of National Defence Phung Quang Thanh and his Chinese counterpart Chang Wanquan talked over the phone Thursday, which marked the establishment of a direct phone line between the two ministries, as well as the 65th anniversary of the establishment of bilateral diplomatic ties.
