HA NOI (VNS) — Prime Minister Nguyen Tan Dung launched the nationwide role model emulation movement for 2016-20 with the theme of "Solidarity, creativity and emulation for national construction and defence" at the ninth National Patriotic Emulation Congress yesterday.

The Government leader called upon the whole Party, army and people to promote the patriotic tradition and the strength of the great national unity and further emulation of role models to successfully fulfill socio-economic development and nation-building and safeguarding tasks.

The nationwide movement will focus on speeding up practical and effective emulation campaigns towards the achievements of socio-economic targets as well as those that help increase the productivity, quality, efficiency and competitiveness of the economy and boost economic restructuring in line with growth model reform.

Attention will be paid to stepping up the building of new-style rural areas as well as the building of cultural life in residential areas, and intensifying the implementation of programmes on education, science-technology, health and social welfare.

The national movement will also focus on studying and following the late President Ho Chi Minh's moral example, while improving the capacity of Party organisations, building a transparent and strong Party, increasing State management, intensifying anti-corruption and wastefulness efforts, and fostering administrative procedure reform.

Emulation campaigns on defence, security, external relations will be intensified in order to maintain independence, national sovereignty, territorial integrity, and gain deeper international integration.

During the 2016-20 period, role models in national patriotic emulation movements will be honoured and expanded.

Addressing the event, PM Dung, head of the Central Council for Emulation and Reward, highlighted the congress as a significant political event of the whole Party, people and army to honour role models in the national patriotic emulation movements.

He said the emulation campaigns have successfully exploited the concerted strength of the nation to realise the development targets on socio-economic and cultural affairs, the environment, defence-security, diplomacy, and international integration.

Practical goals

In a keynote speech to the national emulation congress, Party General Secretary Nguyen Phu Trong stressed that emulation movements should set practical and specific targets which incorporate the exercise of political tasks in each locality and unit.

"Emulation movements should be launched widely but focused on ensuring fair interests for employees; collectives, localities, units; and the whole society."

He noted that besides advantages and opportunities in all fields from education and training, science and technology, culture, social affairs, health to external relationship and international integration, Viet Nam has been faced with plenty of challenges during the past five years.

"Therefore, it is necessary to continue thoroughly grasping, implementing, popularising and implementing the Party and State policies and laws on emulation and commendation, especially the late President Ho Chi Minh's thoughts on national patriotic emulation," said Trong.

Apart from the tasks mentioned above, the Party leader reiterated that emulation movements should aim to detect, foster and increase outstanding individuals and collectives, who should be set as examples for the whole society to learn from.

Finally, he called for the contingent of leaders, managers and those directly involved in the work of emulation and commendation to be of steady political and moral virtues, and profound knowledge of the State and Party policies and legislation, and should perform well and effectively and stay close to the general public.

Vice President Nguyen Thi Doan – First Vice Chair of the Central Council for Emulation and Rewards said positive changes in terms of both form and content have been made to emulation campaigns with more focus on pragmatic goals, helping attracting wider response from Party organisations, authorities at all levels, and people of all walks of life.

She reported that over the past five years, the Vietnamese Party and State presented 17 Gold Star Orders, 85 Ho Chi Minh Orders, 3,080 Independence Orders, 377 Military Exploit Orders, 31,119 Labour Orders, 169 Great National Unity Orders and 2,187 Friendship Orders and Medals.
