TUYEN QUANG (VNS) — Achievements in the last five years have helped the northern province of Tuyen Quang to escape from the worst of underdevelopment.
This was reported at the provincial Party Committee's 16th Congress that opened yesterday with the attendance of Nguyen Phu Trong, Party General Secretary of the Communist Party of Viet Nam.
A Political Report delivered at the congress said in the last tenure from 2010 to 2015, the Party and people in Tuyen Quang had recorded resounding successes in all spheres.
The most outstanding achievements were the high economic growth rate – 14 per cent growth annually and income per capita was US$1,360.
All roads connecting from district capitals to communal centres have asphalt or concrete. Meanwhile, forest coverage in the province has reached over 64 per cent and it has become a leading locality in the country for forest coverage.
In the next five years, from 2015 to 2020, Tuyen Quang will try to achieve an average annual growth rate of 8 per cent with an annual per capita income of $2,400. The province also sets the target to reduce the percentage of poor households by 3 per cent per year.
To achieve these targets the provincial Party Committee will focus efforts to create breakthroughs in the industries of agriculture and forestry processing and in attracting more investment in the supporting industry, engineering, electronics, and consumer products production.
"Building a clean and strong Party is the key task," the Party General Secretary said.
In his address, Trong said Tuyen Quang was still a poor province and many difficulties and challenges were lying ahead.
"Small economic scale and unsustainable development are still hanging over the provincial economic development while its economic efficiency and competitiveness is low. The changing of the provincial economic structure is at snail speed, of which production is fragmented," Trong said.
He urged the province to overhaul its efforts in administrative reform and asked the provincial party leaders and cadres to improve their capacity to lead.
He said to achieve targets set for the next five years, the province must focus efforts to improve its administration, judiciary, business investment environment and making the best use of available resources for development investment.
He asked all party cells and committees as well as party members to hold high the principle of grass roots democracy and ensure that the administration is of the people, for the people and by the people.
15th congress held
Thua Thien-Hue Party Committee also held its 15th congress yesterday with the attendance of 348 delegates representing 46,000 party members.
In the last five years, from 2010 to 2015, Thua Thien- Hue Province scored an average growth rate of 9 per cent per annum and $2,000 per capita income in 2015 – double the figure of 2010.
For the next five years, the provincial Party Committee sets three main objectives; namely "to make the provincial Party Committee and the political system become clean and strong; to enhance the people's aggregated strength; to sustain and quickly develop the provincial economy and society; and to try to turn Thua Thien Hue into a city affiliated to the Central Government which still maintains its outstanding status of a heritage, culture, ecology, natural landscape and environmental friend."
In his address, Le Hong Anh, Politbureau member and Permanent Secretary of the Party Central Committee, asked the province's delegates to focus their discussion on how to speed up the process of economic restructuring by changing the growth model with green growth and knowledge economy. "In the context of deep international integration, it is important that Thua Thien-Hue Province must improve its investment environment to attract more investors inside and outside Viet Nam."
He said, the province should pay attention to exploiting the great potential and the advantages of Hue City's cultural heritage with the sea economy and lagoons.
"The Chan May – Lang Co Economic Zone should be developed into a dynamic urban economic centre – a future leverage for Thua Thien- Hue to develop in the near future. — VNS
