HA NOI (VNS) — The 10th Party Congress of the Viet Nam People's Army (VPA) for 2015-2020 commenced in Ha Noi yesterday, with 450 delegates representing hundreds of thousands of Party members in attendance.
In his opening speech, Vice Secretary of the Central Military Commission and Defence Minister, General Phung Quang Thanh, highlighted the congress' tasks for the next two days. First would be a review of the implementation of the 9th VPA Party Congress' resolution, then settling military and defence orientations, and rounding up the event by detailing how the VPA Party organisation will consolidate.
He reminded delegates of their duty to debate and give feedback on the Party Central Committee's draft documents, which will be submitted to the 12th National Party Congress in early 2016, and to elect delegates to the national congress.

Reflecting on current domestic and international affairs, the leader stressed that the Party's policy was to optimise the combined power of the entire nation and political system to safeguard national independence, sovereignty and territorial integrity.
The Party would be responsible for protecting and encouraging Doi Moi (Renewal) efforts; consolidating national defence and security efforts; and ensuring a peaceful environment, political stability and social order, he noted.
General Secretary Trong expressed approval of the congress's Political Report for 2015-2020, and the five key missions its stresses.
He said that the VPA needed to study strategies and advise the Party and State on military and defence-related guidelines, mechanisms and policies. He urged the armed forces to work harder to build defence and military strategies and blueprints for strategic areas in the northwest, Central Highlands, southwest, border, sea and island regions.
The General Secretary said that Viet Nam needs an army that is modern, politically strong and completely faithful to the Party, State, people and socialist regime. He said it must enhance the Party's absolute and direct leadership, and the State's centralized management of the army.
The Party chief noted that the VPA Party organisation must solidify the relationship between the army and people, and actively work to counter wrongful viewpoints to defeat hostile forces' plots of "peaceful evolution", "self-transformation" and "de-politicalisation of the army."
General Secretary Trong expressed his belief that the VPA Party organisation would continue upholding the traditions of the Party, nation and VPA.

Similarly in the central province of Khanh Hoa, the 17th Party Congress for the 2015-2020 period also convened on Tuesday, with 350 delegates representing 35,000 local Party members.
Addressing the congress, Politburo member and Chairman of the National Assembly Nguyen Sinh Hung advised that the province accelerate projects to build new-style rural areas and make operations at Van Phong Economic Zone and other key economic areas more effective. Such efforts, he suggested, would turn Khanh Hoa into a middle-range province in the country.
The NA Chairman also emphasised that the provincial Party Committee should strengthen national defence and security, with focus on making Truong Sa (Spratly ) island district a stronghold of the country's sea and island sovereignty.
He urged the congress to select outstanding representatives of the province to attend the 12th National Party Congress. — VNS
