HCM city told to aim for the top in SE Asia

HCM CITY (VNS) — Party General Secretary Nguyen Phu Trong has urged HCM City to become one of Southeast Asia's major centres for finance, trade, science and technology by 2020.

Speaking at a meeting chaired by the General Secretary of the Communist Party Nguyen Phu Trong last week, Trong said the Party Political Bureau had agreed with the draft report on the city's socio-economic development in the 2010-2015 period and objectives of the development plan from 2015 to 2020.

Special policies

The plan proposes special policies for developing the southern key economic zone. The report will be submitted to the 10th congress of the HCM City Party Committee.

Also speaking at the event, HCM City Party Committee Secretary Le Thanh Hai said in the 2015-2020 period, HCM City would aim to have seven breakthrough programmes.

These would include improvement of quality of human resources, quality of economic growth and competitiveness; administrative reform; reduction of traffic congestion and accidents, flooding, and environmental pollution; and climate change adaptation and rise in sea levels.

In addition, the city will implement a new programme on urban planning and development.

HCM City has asked the Politburo to have policies to develop the southern key economic zone or the southeastern region.

The southern region has created 37 - 38 per cent of the country's total Gross Domestic Product (GDP) and contributed more than 30 per cent to GDP growth, according to Hai.

From 2005 to 2010, the region contributed 64 per cent of the state budget revenue and 62.4 percent of Viet Nam's export turnover.

Hai suggested that the central Government issue a policy to tackle four issues, including production-resource allocation, transport infrastructure construction, human-resource training and use, water-resource management and environmental protection.

New regional coordination policies under the Prime Minister's guidance would help exploit the area's potential and strengths, and develop provinces and cities in the region.

General Secretary Trong also said the city needed to create breakthroughs in improving growth quality and competitiveness, and boost science and technology application.

Last year, Prime Minister Nguyen Tan Dung issued a plan in line with a Party Political Bureau conclusion on the overall development in the southern region to 2020.

The plan aimed to improve socio-economic development and maintain defense and security in the southeastern region and the southern key economic zone towards 2020.

The southeastern region and the southern key economic zone include HCM City and the southern provinces of Dong Nai, Binh Duong, Ba Ria–Vung Tau, Tay Ninh, Binh Phuoc, Long An and Tien Giang. — VNS
