HA NOI (VNS) — A grand ceremony in Ha Noi yesterday commemorated the 70th founding anniversary of the Viet Nam People's Police and the 10th year of the All People Protect National Security Festival, which is being held today.

Prominent among the attendees were Party General Secretary Nguyen Phu Trong, State President Truong Tan Sang, Prime Minister Nguyen Tan Dung and National Assembly Chairman Nguyen Sinh Hung.

Cambodian Deputy Prime Minister and Minister of Home Affairs Samdech Sar Kheng and Lao Minister of Public Security Somkeo Silavong headed delegations present at the event. They joined other guests from China, Russia, Cuba, Brunei, Singapore, Indonesia, Myanmar, Thailand and other regional and international police organisations.

The ceremony opened with a special art performance featuring the image of the People's Police, their revolutionary heroism during the struggle for national liberation and reunification, and their achievements in ensuring national security and order in the reform process.

Addressing the event, President Sang recalled the evolution and development of the force over the past seven decades with scores of achievements and glorious traditions.

He highlighted the police's absolute faithfulness to the nation, people, Party and State; their sense of vigilance, bravery, ingenuity, creativity and intelligence; and their close co-ordination with the Viet Nam People's Army, relevant ministries and branches in combating enemies and solving crimes.

Over the past 10 years, the All People Protect National Security movement has helped raise public awareness about national security and encouraged the public to support the police in this regard.

With increasingly complicated regional and international situations, such as sea- and island-related disputes, expected to intensify and the number of crimes set to rise, President Sang asked the police to roll out strong countermeasures.

The force would also need to take more initiative to stop sabotage plots and protect the country's independence, sovereignty and territorial integrity, he said.

The task would require great efforts from the entire Party, people and army with the People's Police force playing a significant role, the president said. He also urged the sector to build a faithful staff with firm resolve, pure morals and professionalism.

General Tran Dai Quang, the minister of Public Security, called on all officers to build on the force's traditions and co-ordinate with the Viet Nam People's Army and sectors to complete all assigned tasks.

At the ceremony President Sang presented the Golden Star Order, the highest distinction of the Party and State, to the Viet Nam People's Police for the fourth time to honour their great contributions to the nation's revolutionary cause.

People's interest a focus

Acting in the interests of the people was a driving force for the Viet Nam Public Security Forces, Nguyen Phu Trong wrote in an article marking the 70th anniversary of the Viet Nam Public Security Forces - August 19, 2015.

Trong said the forces, born in the early days of the 1945 August Revolution under the leadership of the Party and President Ho Chi Minh, enjoyed the wholehearted support of the people.

He added that they had always shown their loyalty to the Vietnamese revolutionary cause.

"Throughout the 70 years, the Public Security Forces have demonstrated their fine traditions, revolutionary nature and resilience as a mainstay of the Party, State and people" Trong said.

In the present context of globalisation and deep international integration, Trong listed five important tasks for the Public Security Forces.

Firstly, in whatever circumstances, Public Security Forces must absolutely follow Party leadership. This is an indispensable demand in the cause of defending national security and law and order.

Wherever there is an activity of the Public Security Forces, they come under the leadership of the Party. The Party outlines guidelines and policies on protecting national security as well as law and order.

The Party pays special attention to making the forces modern and elite bodies absolutely loyal to the Party and the Homeland. This had been written into the constitution and other legal documents.

Secondly, the Public Security Forces should always be alert and pro-active in taking actions in response to any situation while giving timely advice to the Party and Government on national security as well as the defence of national territory.

Thirdly, the Public Security Forces should hold high their State management capacity in their missions of protecting national security, law and order.

Fourthly, whatever the situation and wherever they are, the Public Security Forces must act for the benefit of the people and for the people. They play an important factor in consolidating the great national unity and between the people and the party

And finally, the Public Security Forces should pay special attention to the work of party building within the security forces. Particularly, they must pay high attention to building the Central Party Committee of the Public Security Forces into a strong and clean organisation in politics and ideology.

Another important task for Public Security Forces is to foil any enemy's scheme or plot to stage "peaceful evolution" and "depoliticisation" within the People's Public Security forces.

Yesterday afternoon, Prime Minister Nguyen Tan Dung hosted a reception for heads of international delegations attending the 70th founding anniversary of the Viet Nam People's Police.

The guests, headed by the Lao Minister of Public Security, Somkeo Silavong, were from ministries of national public security and internal affairs, security agencies and police in China, Cuba, Russia, ASEAN member countries, Aseanpol and Interpol.

The PM told his guests that he appreciated their presence at the 70th founding anniversary of the Viet Nam People's Police and the 10th year of the All People Protect National Security Festival.

"The presence of international delegates show Viet Nam and its People's Police have sound connections, friendship, and co-operation," he said.

PM Dung said he was delighted at the strong development in co-operation between Viet Nam and countries in ASEAN, with Cuba, China, and Russia as well as with international organisations.

He applauded the co-ordination between Viet Nam's Ministry of Public Security and the security, police, internal affairs and intelligence bodies of the countries, and Aseanpol and Interpol.

"The Vietnamese Government creates favourable conditions for the fight against cross-border crimes, drug crime, human trafficking, the trading of women and children, hi-tech crimes, and terrorism; and for the sharing of professional experience and cooperation in personnel training," Dung said.

"This will help ensure the national security of each country as well as the common security, and reinforce the fine friendship and effective cooperation on various fields with countries in the world."
