HA NOI (VNS) — The National Assembly (NA) Standing Committee said a bill on legal document issuance needed to clearly state procedures to minimise inefficiency during a three-day meeting that convened yesterday in Ha Noi.
During the meeting, full-time NA deputies – 28 per cent of the 500 members – planned to scrutinise draft laws slated for the upcoming ninth session in late May. NA Chairman Nguyen Sinh Hung said bills critical to the NA's law-making activities would be addressed.
The draft law on legal document issuance was previously also discussed at the eighth session in late 2014 and the recent NA Standing Committee meeting.
In addition to identifying the need to reduce inefficiency, the committee said the NA should give district authorities the right to issue legal documents to ensure these documents matched the reality in each locality.
Members of the committee suggested not giving the right to disseminate legal documents to communal authorities already in charge of implementing them. They said many communal documents were either duplicates of already existing documents or didn't match those of higher agencies.
Some deputies argued that communne's authorities were State managerial agencies at the local level, meaning they had the right to issue legal documents. The current shortcomings could be blamed on officials' limited capacity, they said.
Several full-time members said the issue needed thorough consideration to assure communal authorities performed their duties accurately. The NA should fix lacking legal documents instead of revoking local administrations' rights. — VNS
